Structure, Governance and Management


Governing Document


The Church is administered in accordance with the terms of the Unitary Deed of Constitution.


Recruitment and Appointment of Trustees


Members of the Kirk Session are the charity trustees.   The Kirk Session members are the elders of the church and are chosen from those members of the church who are considered to have the appropriate gifts and skills.   The minister, who is a member of the Kirk Session, is elected by the congregation and inducted by Presbytery.  


Organisational Structure


The Kirk Session meets on alternate months to consider all matters of governance within its remit, including the spiritual, financial and property matters relating to the congregation within the Presbytery of Angus and the Church of Scotland


Within the Kirk Session a Finance Sub - Committee is in place to work with the treasurer to look after the finances of the church.   There is a Deed of Covenant and FWO Convenor who looks after those members who wish to receive FWO envelopes or contribute though gift aid.   The convenor also submits the quarterly returns to HM Revenue & Customs in order to recover any tax.


A Fabric Committee under the control of the Fabric Convenor are responsible in keeping the property wind and watertight and the Fabric Convenor can authorise work to be carried out up to a certain amount.   Any repair / alteration of a larger amount must be reported back to the Kirk Session for discussion and approval.


Objectives and Activities


The Church of Scotland is Trinitarian in doctrine, Reformed in tradition and Presbyterian in polity.   It exists to glorify God and to work for the advancement of Christ’s Kingdom throughout the world.   As a national Church, it acknowledges a distinctive call and duty to bring the ordinances of religion to the people in every parish of Scotland through a territorial ministry.   It co-operates with other Churches in various ecumenical bodies in Scotland and beyond.


The Rev Dougal Edwards served as Ordained Local Minister in the charge until his retirement in 2017.


Mark Spalding was appointed as Organist at the beginning of 2017.

Locally, Barry Parish Church shares its minister with its linked partner Carnoustie Church.   Throughout the year our main diet of worship at Barry was to hold a morning service at 9.30 am while services in Carnoustie were at 11.00 am.  The 6.30 pm services in Carnoustie continue for the three card communion Sundays.  The Lord’s Supper was celebrated at 9.30am on the fourth Sundays of January, April and October.


The pattern of joint services in July and August remains at six joint services, the first three in Barry and the second three in Carnoustie, encompassing the school holidays.  Remembrance Sunday services were held in both churches at 10.30am with the availability of both Minister and OLM.   A joint Christmas Eve Christingle Service was held in Barry Parish Church.   A large turn-out enjoyed a family orientated service with the offering being donated to Carnoustie First Responders Defibrillator fund.  The Watchnight Service is a joint service held in Carnoustie Church at 11.30pm.  On Christmas Day a joint family service was held in Carnoustie Church at 10.00am.


The Morning Worship services are basically traditional with the regular use of a projector and screen for hymns and other topics relating to the sermon.   Although a small congregation, we organise a varied programme of events throughout the year such as Coffee Mornings and Afternoon Teas.  A knitting fellowship for Malawi has been established with some of our members, and a mid-week study group has also been started in the home of one of our Elders.   A Good Neighbours Drop-In Café has been started twice monthly on Wednesday mornings which has proved to be successful with all profits going to Church funds.


Barry with Carnoustie continues to share in outreach to the town of Carnoustie and its surrounds with churches of other local Christian denominations, through an established pattern of joint services during Holy Week, and through the support of services in Retirement Homes, of chaplaincy to the local High School, and of oversight of the Boys’ Brigade company which the Ministers’ Council arranges.   The minister has been Chaplain to the Boys’ Brigade since summer 2007, and is also Chaplain to two local primary schools and is now the main High School Chaplain.   A Christmas leaflet on behalf of all the Churches in Carnoustie was again delivered to all homes in town and parish.


Guild Report


The Guild of Barry Parish Church is a small group of 18 very active members with an average of 15 regular attendees.   They meet on the first Thursday of the month at 2.15pm in the church hall from September through May.   The members pay £11.00 each to be members of the Guild and this money goes to the Guild Office in Edinburgh to help defray expenses incurred in the running of this office.


A committee agrees upon the yearly syllabus and they ensure a varied programme of speakers, demonstrations etc. also ensuring that they cover the main Guild topic as laid down by the Guild Office.


During Guild week in November a joint meeting was held with Carnoustie Guild.   Very successful afternoon teas are held throughout the summer & autumn to raise extra monies to help fund the chosen projects.





We held a preaching series on the Stewardship of Time in June.


Achievements and Performance


Barry Parish Church has a roll of 195 and attendance at morning worship has a varied but regular attendance of 25 - 35.


During the course of the year, the Minister conducted 20 funerals for the church and parish. There was one wedding in Barry Parish Church. There were no Thanksgiving Services or Baptisms during the year.


Barry services have now settled into their early morning pattern, remaining at 9.30 am for most of the year.


Financial Review


The principal source of income is from FWO, Gift Aid, Open Plate and Tax Recoverable.   In 2017 the FWO showed an encouraging increase but Gift Aid Donations again shows a disappointing decrease with the loss of a few members being a contributory factor. Our Tax Recovered shows a decrease reflecting this.   We can still claim tax recovery on small cash amounts through Open Plate and donations.    Our Open Plate shows a small increase this year.


We are always grateful to the work of the Guild and the contribution they make to the financial well-being of the church.


Our total income in the year shows a significant decrease from the previous year although our expenditure also shows a significant decrease.   This accounts for a decrease in excess of payments over receipts from £1902 to £912.


These challenging economic times are proving difficult and with the loss of several highly-valued members we continue to explore new and innovative ways to increase our funding.



Reserves Policy


The Trustees had no general reserve policy in place due to historic deficits, which have now been eliminated.   We now have an established reserve policy amounting to £2,500.


At the year end the church holds unrestricted cash funds of £1,173 of which £632 has been designated for fabric purposes.   The church also holds £1,934 of restricted funds, which have been provided for the purposes specified in Note 2.


We also have Fabric Reserves in the sum of £33,277 held on our behalf in the Central Fabric Fund by the General Trustees

Statement of Trustees’ Responsibilities


The members of the Kirk Session / Congregational Board must prepare financial statements which give sufficient detail to enable an appreciation of the transactions of the Church during the financial year.   The members of the Kirk Session / Congregational Board are responsible for keeping proper accounting records which, on request, must reflect the financial position of the Church at that time.   This must be done to ensure that the financial statements comply with the Charities and Trustee Investment (Scotland) Act 2005, the Charities Accounts (Scotland) Regulations 2006 and the Regulations Anent Congregational Finance approved by the General Assembly of the Church of Scotland in 2007.    They are also responsible for safeguarding the assets of the Church and must take reasonable steps for the prevention and/or detection of fraud and other irregularities.

Report of the Independent Examiner


I report on the accounts of the charity for the year ended 31 December 2017 which are set out on the following pages.


Respective responsibilities of trustees and examiner

The charity’s trustees are responsible for the preparation of the accounts in accordance with the terms of the Charities and Trustee Investment (Scotland) Act 2005 and the Charities Accounts (Scotland) Regulations 2006.


The charity trustees consider that the audit requirement of Regulations 10(1) (d) of the Accounts Regulations does not apply.   It is my responsibility to examine the accounts as required under section 44(1) c of the Act and to state whether particular matters have come to my attention.


Basis of independent examiner’s statement

My examination is carried out in accordance with Regulation 11 of the Charities Accounts (Scotland) Regulations 2006.   An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records.   It also includes consideration of any unusual items or disclosures in the accounts, and seeks explanations from the trustees concerning any such matters.   The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the view given by the accounts.


Independent examiner’s statement

In the course of my examination, no matter has come to my attention, which gives me reasonable cause to believe that in any material respect, the requirements:

  1. to keep accounting records in accordance with Section 44(1) (a) of the 2005 Act and Regulation 4 of the 2006 Accounts Regulations, and
  2. to prepare accounts which accord with the accounting records and comply with Regulation 9 of the 2006 Accounts Regulations have not been met, or

to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
